Highlights:
- Creates job directory and subdirectory structure under the master root job directory
- Sets NT permissions on the subdirectory structure created
- Copies project seed files (defined in ASCII file) to the new job subdirectory
- Updates title blocks in each drawing according to the project information entered
- Supports archived and inactive jobs in different subdirectories
